I am not sure but I have seen it in older TT bikes as well. So it's not too much of a hipster thing.

as you probably know, there's a good amount of toe overlap on track bikes. I would imagine this guy runs a 650c front simply for the toe clearance. It doesn't even look like he's running a matching 650c fork.

...don't know what to tell you about the knee thing. Mine are fine so far.
